ARTICLE I - NAME

The name of this organization shall be the Pacific Northwest Chapter of SPAAMFAA herein referred to as the Chapter.

ARTICLE II - PURPOSE

The objectives and purposes for which the Chapter is formed shall be charitable, educational, and social within the meaning of section 501C (3) of the United States Internal Revenue Code of 1954:
1. To promote the preservation, restoration, and operation of historic fire fighting equipment and apparatus. 

2. To perpetuate a spirit of friendship among the membership by having quarterly meetings to plan events, present educational programs and act as social gatherings..

ARTICLE III - MEMBERSHIP

Membership shall consist of the following classifications: Individual, Family, Organizational, and Honorary.

INDIVIDUAL MEMBERSHIP 
Any person who is interested in, owns, or collects vintage or historic fire equipment or apparatus may make application for membership. This membership carries one (1) vote for persons over 18 years of age.

FAMILY MEMBERSHIP
A family unit of two (2) or more persons who are interested in, own or collect vintage or historic fire equipment or apparatus. This membership carries two (2) votes for the entire unit, but permits all members of the unit to participate in Chapter activities.

ORGANIZATIONAL MEMBERSHIP
Any fire department or other organization interested in vintage or historic fire equipment or apparatus shall be eligible for membership and shall designate one of their group members to be their representative. Only organization members having individual or family membership may hold office in the Chapter. Group members may attend and participate in meetings and other activities of the Chapter. 

HONORARY MEMBERSHIP

An honorary member shall be a person whom the membership feels worthy of this membership for the betterment of the Association Chapter. Honorary membership will be voted on at a membership meeting and require two-thirds vote of members present. An honorary member shall not be eligible to vote, hold office, or be required to pay dues.

NATIONAL SPAAMFAA MEMBERSHIP
The Pacific Northwest Chapter, in compliance with the National SPAAMFAA By-laws, suggest that all Chapter members also be current members of National SPAAMFAA, and although this membership is voluntary, Chapter Board members must be members of National SPAAMFAA.

ARTICLE IV - DUES

Dues are due and payable on the same schedule as National dues - February 1st. The Board of Directors shall determine the amount of yearly dues. Any member in arrears shall be sent a warning notice at 2 and 4 months and then be dropped from the membership if not paid after 6 months.

ARTICLE V - DECLARATION OF POLICY

Membership obligations in the Chapter shall in no way conflict with the regular duties of any member who belongs to a paid or volunteer fire department. This is not a fire service organization.

ARTICLE VI - MEETINGS

There will be four (4) scheduled general membership meetings per year, with half of membership constituting a quorum to transact business at a regular or special meeting. The Board of Directors will meet four (4) times a year just prior to the general meeting. The President may call additional Board of Director or general meetings as need arises.

ARTICLE VIII - OFFICERS


Section 1 . The officers of the Chapter shall be: President, Vice-President, and Secretary/Treasurer, The immediate Past President and Newsletter Editor shall be considered ex-official officers. There shall be three (3) representatives to act as regional planners in the North Region, the South Region, and the East Region. The above named officers shall constitute the Board of Directors of the Chapter.

Section 2. Eligibility for office shall be limited to those who have been Chapter members for a minimum of one (1) year, and a member of National SPAAMFAA prior to election, or appointment to an office or board position.

Section 3. Five officers shall constitute a quorum at any meeting of the Board of Directors. Executive officers shall serve one (1) year terms. Officers and Regional Representatives who do not attend 50% of all meetings, without reasonable excuse, shall forfeit the remainder of their term.

ARTICLE IX - DUTIES

PRESIDENT shall preside in the capacity of President at all meetings of the Chapter and serve as Chairman of the Board of Directors. The president shall appoint all committees, including the auditing committee (not to be Board members).

VICE-PRESIDENT shall preside in the capacity of President in the absence of the official President, and act as advisor to the President.

SECRETARY/TREASURER shall act as secretary and treasurer for the Chapter Board and General meetings. As secretary shall answer all Chapter correspondence, and shall keep a record of all votes cast in each election. As Treasurer shall collect all monies of the Chapter and be custodian of same, paying all authorized bills as presented for payment, rendering an accounting of finances at meetings and whenever requested to do so.

REPRESENTATIVES shall be appointed by the Board from each region - North, South, and East(as need arises). They are to act as regional planners to plan events in their region and set up meeting places for the Board and general meetings. They will be in charge of any events in their region and be responsible for appointing a safety officer and notifying the Board for approval of same with details of date, cost, and other needs at least 45 days prior to the event.

NEWSLETTER EDITOR ( appointed) shall be present or have a representative at all Board and General meetings, as well as all activities of the Chapter. The Newsletter shall be the official source of communication with the general membership. The Newsletter shall be published at least quarterly, with all members responsible for contributing articles for publication.
